As a key element of Charles’ lobbying efforts, he was constantly collecting a library of technical reports on which he would base many of his requests to Ministry officials. He developed a keen awareness that government policy was based on both the science and recommendations contained within these studies. Knowledge of the contents of these studies and technical reports would also allow competing interests to discuss options based on a common knowledge of what was and was not known about environmental impacts and how to mitigate these impacts. Informed discussions were likely a key element in Charles’ invitation to sit on various government task force committees. Charles was then trusted to reflect the strengths and weaknesses of the science and the options in his many newspaper articles without the adversarial emotional tension that can become dominant in environmental activism.
